Professional Certification Coalition Charges into FY25

The nearly 100-member coalition is led by ASAE and the Institute for Credentialing Excellence

The ASAE-led Professional Certification Coalition (PCC) began its 2025 Fiscal Year in July with positive momentum, having helped secure more than 160 Congressional cosponsors for its priority professional certification legislation, among other accomplishments.

With nearly 100 member organizations, the PCC is led by ASAE and the Institute for Credentialing Excellence (I.C.E.), with support from attorneys at Pillsbury Winthrop Shaw Pittman LLP.

The PCC saw its priority legislation, the Freedom to Invest in Tomorrow’s Workforce Act (H.R. 1477/S. 722), advance out of the House Ways and Means Committee in July.

  • The bill would permit beneficiaries of 529 savings accounts to use their account funds to cover costs associated with workforce training and both obtaining and maintaining high-quality postsecondary credentials, such as professional certifications and occupational licenses.

In a May 2024 member survey of member priorities, member comments were overwhelmingly positive:

  • “The PCC continues to be one of the most relevant and value-added coalitions we have ever been a part of.”
  • “I am not sure why every certifying agency is not a member.”
  • “We are incredibly grateful for the work the PCC does and how member organizations are kept informed about how they can engage further to assist the coalition’s efforts.”
  • “The legislative content covered is both comprehensive in scope and thorough from a content perspective. The net cast is both wide and appropriate.”
